March 14 The Minnesota Court of Appeals issued its decision in the Air Lake-Empire transmission case. The court affirmed the Environmental Quality Board's decision which approved the route for the 9.25 mile transmission line in Farmington and Lakeville. Great River Energy is proceeding with the project as planned.

The City of Farmington and a Landowner group are appealing the route decision. They have concerns about two sections of the route on the GRE section of the transmission line. At this time, Great River Energy is proceeding with the project as planned.

The Minnesota Environmental Quality Board (MEQB) issued a route permit application for this project on February 22, 2005.

The Minnesota Environmental Quality Board (EQB) held a public hearing on an application Great River Energy and Xcel Energy for a route permit to construct a new 115 kV high voltage transmissions line about 9.25 miles long between the Airlake substation in Lakeville and the Empire substation in Empire Township, and a new Vermillion River substation in Farmington, all in Dakota County.

The Minnesota Environmental Quality Board (EQB) conducted a public information meeting on Thursday, June 24, 2004 at the Dakota County Extension Office.
This meeting was concerning the proposal by Great River Energy, Dakota Electric Association and Xcel Energy to construct and operate a 115 kilovolt (kV) transmission line and substation in the city of Farmington and Empire Township to improve electrical system reliability.
The meeting provided information to the public about the proposed project, answered questions and helped scope an environmental assessment to identify potentially significant issues and alternatives.
On May 7, 2004, the EQB chair accepted the application as substantially complete. Copies of that decision, the application and other relevant documents are publicly available at:

Great River Energy and Northern States Power Company (doing business as Xcel Energy) would like to invite you to an informational open house to introduce a proposed transmission improvement plan for the Lakeville/Farmington/Empire Township areas. We welcome input from property owners and area residents on the proposed facilities and invite you to our open house:
At this open house we will have maps showing the proposed route and substation location and information on structure types, right of way, the permitting process and other issues of interest. A short presentation will begin at 6:30 p.m.
The plan includes a new 115-kilovolt transmission line and a distribution substation to meet the growing electrical load in the Farmington/Empire Township area. A project summary sheet and map that identifies the preferred transmission line route and substation location is enclosed.
The Minnesota Environmental Quality Board (EQB) will be the governmental authority to select the final route after their review and public participation process. A route permit application will be filed with the EQB in April 2004.
