Certificate of Need
Great River Energy filed an application for a Certificate of Need with the Minnesota Public Utilities Commission on November 14, 2002, to upgrade and expand its existing transmission system in central Plymouth and Maple Grove.
A Certificate of Need is a state permit confirming that construction of an energy facility is in the public interest. The specific location for the facility is not at issue as part of this process; only whether the need exists for it.
