The Minnesota Environmental Quality Board (MEQB) approved the route application for the Plymouth-Maple Grove 115-kV transmission line project at its May 20, 2004 meeting. Great River Energy’s staff will begin working with land owners to secure easements along the route.

The purpose of the public hearing is to compile the record for the EQB Board to consider in making a final decision on the permit request. The EQB staff will be present at the hearing and make a brief presentation about the project and introduce into the record a number of documents. Representatives of Great River Energy will be present to offer evidence and to answer questions. Members of the public will have an opportunity to ask questions of EQB staff and Great River Energy representatives, to make statements, and to offer written comments and material into the record at both the afternoon and evening sessions. Administrative Law Judge Kathleen Sheehy will preside at the hearing.

Great River Energy filed an application for a Certificate of Need with the Minnesota Public Utilities Commission on November 14, 2002, to upgrade and expand its existing transmission system in central Plymouth and Maple Grove.
A Certificate of Need is a state permit confirming that construction of an energy facility is in the public interest. The specific location for the facility is not at issue as part of this process; only whether the need exists for it. If the application is accepted, the Minnesota Public Utilities Commission will convene public hearings and public meetings as part of its Certificate of Need process. Certification of the line would enable Great River Energy to acquire easements for construction and operation of the line. Great River Energy is also required to apply for and receive a site permit for the project from the Minnesota Environmental Quality Board (MEQB). Only routes for the line, not the line's need, are considered during the MEQB siting process.
